What is the Smart Specialisation Strategy (S3)?
The Intelligent Specialisation Strategy is the tool that, since 2014, the regions and member states of the European Union have had to adopt to identify objectives, priorities, and actions capable of maximising the effects of investments in research and innovation, aiming to concentrate resources on the areas of specialisation characteristic of each territory.
In this context, it requires that all the actors in the territory work together to define territorial development objectives that provide concrete answers to the current challenges, in line with the goals proposed by the 2030 Agenda for Sustainable Development, the European Green Deal, the Plan for the Recovery of Europe (Next Generation EU) and the related national (PNRR) and regional initiatives (for instance: Veneto towards 2030, Veneto Sostenibile).

The S3 definition process 2021-2027
The process that led to updating the Veneto S3 involved a series of activities implemented by the Region. The ultimate aim was to arrive at the identification and/or updating of priority areas and regional technological trajectories on which to focus the impact of policies and resources for innovation.
The actual Smart Specialisation Strategy (S3) is the product of a revision process called the Entrepreneurial Discovery Process (EDP).
EDP is an interactive and inclusive process of listening and discussion between the various players in the area, the world of business, research, public institutions and representatives of civil society, who can combine scientific, technological and engineering knowledge with knowledge of the market and the area's needs, sharing information on the specialised domains in which the area excels or has the potential to excel in the future.
The Veneto Region officially launched the continuous entrepreneurial discovery activity in October 2021. The contributions collected and analysed were the subject of a prioritisation phase.
This phase involved the territory and designed the trajectories in line with the three identified priority criteria.

Discover the S3 Veneto 2021-2027
The results of the Entrepreneurial Discovery Process led to the drafting of the Smart Specialisation Strategy (S3) of the Veneto Region 2021 - 2027. It comprises a matrix structure with six specialisation areas, two strategic missions, four transversal drivers and 52 technological trajectories.

The new areas and technological trajectories of the Veneto S3
The new S3 2021-2027 structure also includes the experience that has emerged among the members of the regional innovation clusters and the districts in recent years. The S3 Veneto looks to the future of innovation and research with four fundamental drivers: digital transformation, green transition, people and emerging business models. It also aims to enhance two strategic missions: the space economy and the bioeconomy.

Governance of the S3 Strategy
The S3 Strategy also includes an articulated governance system that manages and monitors its implementation. Each body involved has specific tasks and functions to achieve an agile and territorial impact-oriented participatory process, clearly defining the duties and responsibilities of the different actors involved.

The S3 Veneto: a continuous and collaborative process
The Entrepreneurial Discovery Process (EDP) has been fundamental in defining the S3 2021-2027. It is a continuous process that aims to monitor, enrich and better articulate the operational aspects to keep the Strategy effective and antifragile. The purpose of listening to and exchanging views with the territory is, therefore, to keep the Strategy animated by deepening its themes, collecting criticisms and proposals for improvement, proposing synergies with other policy instruments (regional, national and community), returning impact assessments and, more generally, verifying its state of satisfaction in the territory.

The monitoring system
The monitoring system is the principal strategic management tool of S3. All the other processes envisaged in the continuous business discovery pathway require an information base to make informed decisions.
On 30 December 2022, the Veneto Regional Council approved Resolution No. 1684, adopting the 'Monitoring and Evaluation Model of the Veneto Region's Intelligent Specialisation Strategy (S3) 2021 - 2027'.
